Is it true that emperor Zurg is Buzz Lightyear's father?

No. While Emperor Zurg claims to be a Buzz Lightyear's father in Toy Story 2, he is specifically the father of the Utility Belt Buzz Lightyear, referencing Star Wars, rather than Andy's primary Buzz Lightyear.
