Is it true that FIFA is the governing body that organizes the FIFA World Cup?

Yes. An encyclopedia entry states FIFA is the international governing body of association football and is responsible for organizing its major tournaments, notably the World Cup. Two other sources refer to FIFA as football's governing body and its premier event as the World Cup, but only in passing.
