Is it true that fMRI detects brain activity by measuring blood flow?

Yes. Multiple reference sources state that fMRI detects brain activity by measuring local changes in blood flow, blood volume and blood oxygenation (the BOLD signal). One source notes fMRI measures brain activity indirectly via these blood-based signals.
