Is it true that WhatsApp works in mainland China without a VPN?

No. A Wikipedia reference states WhatsApp was completely blocked in China in 2017 and removed from the Chinese App Store in 2024, and a history book lists WhatsApp among blocked services, indicating it does not work in mainland China without a VPN.
