Is it true that FIFA is the world governing body of association football, which Americans call soccer?

Unclear. Several reference and scholarly sources describe FIFA as the global governing body of association football, and separate sources note that North Americans call the sport soccer. No single retrieved item states both halves of the claim together, so the evidence covers the claim only in part.
