Whilst looking at comparisons of various launch vehicles, both actual and conceptual, one thing that was repeated over and over is the idea that returning to Earth from orbit is the hardest part of rocket reuse, with heat shielding in particular being a major source of added hardware weight which can compromise other areas of the design.
If this is true, it means that (assuming a two-stage rocket), the lower stage is, at least in theory, easier to reuse, since it has less deceleration to do, and so its heat shielding can be lighter and less sophisticated; and if that is true, then it follows that the lower stage should be simpler (and therefore easier and cheaper) to reuse than the upper stage...
Am I correct? Is the sub-orbital lower stage really so much simpler to reuse than the orbital upper stage? Or, am I, due to some combination of poor sources and poor inferences, mistaken?
