A conflict game simulating social traps in which a collective good can be provided by a volunteer is discussed and some solution concepts are analyzed. There is a greater incentive for “free riding” than for the production of the collective good at the cost of the volunteer. However, if everybody defects, all players will lose. Such a result is frequently produced by “diffusion of responsibility” as described by Darley and Latané (1968). In contrast to other social traps, a dominant strategy does not exist. Also, the mixed-equilibrium strategy yields very low payoffs. The expected gain is not greater than the payoff achieved by the nonequilibrium maximum strategy. Superrationality might be a way out of the trap. However, this concept lacks the desirable equilibrium property. Only in the free communication version of the game can a definitive answer to the question of a rational strategy be given.

Even when stakeholders seek mutual benefits, their actions can sometimes lead to suboptimal outcomes for all involved parties. Game theory provides an analytical framework for examining and interpreting the actions of stakeholders related to the safety and resilience of buildings and housing. It highlights how interactions among different parties, who may prioritize personal goals over broader system objectives, can influence the system ’ s evolution and outcomes. The outcomes obtained through game theory often contrast with those proposed by optimization approaches, which typically assume that all parties are fully aligned in their commitment to achieving the best possible outcome for the system as a whole. The present study examines the application of game theory to analyze the behavior of key actors involved in the urban housing construction process, identify existing conflicts, and explore their impact on the resilience and safety of buildings in developing countries facing natural disasters. By analyzing the dynamic and complex structure of safety and resilience challenges, the study underscores the importance of considering stakeholder attitudes and the game ’ s evolutionary trajectory in addressing these issues. Furthermore, it introduces a game between engineers and investors to demonstrate how the personal goals of involved parties can foster opportunistic behaviors that compromise the safety and resilience of buildings. Ultimately, the study argues that game theory can serve as an effective tool for understanding stakeholder behavior, addressing conflicts, and enhancing collaboration among stakeholders. This approach offers valuable insights for policymakers aiming to achieve safer and more resilient urban systems.

Also in 1976, but in West Germany, a publicly funded project involving several partners for a large wind turbine was started. Growian was a two-bladed "lee runner" (the rotor was situated on the downwind side of the tower) with a hub height of about 100 metres (330 ft). At 3 Megawatt, it topped designs in Denmark and by NASA, and was the world's largest at the time in History of wind power, being operated from 1983 to 1988. Several of the partners involved, some of them in coal power and nuclear power business, publicly expressed interest in the project to fail, which it duly did. It delayed the progress of Wind power in Germany and Energiewende (German for 'energy turnaround') by two decades.
