From conjecture and refutation to the documentation of occupational diseases in Taiwan. The documentation of occupational diseases in a developing country like Taiwan is a challenge to an occupational physician. For lack of a system including material safety data sheet (MSDS), workers are usually not aware of what chemicals they are exposed to. Since many occupational diseases have long latencies and do not show any specific symptoms and signs, recognition and identification of the occupational origin are often very difficult. Using databases which provide a relatively complete list of industrial chemicals and a set of specific signs and/or symptoms, combined with the epidemiologic approach of conjectures and refutations--i.e., considering and ruling out all possible alternative explanations--we have documented eight kinds of occupational diseases and an outbreak of botulism. We recommend that a similar approach be applied to any other country with a similar situation, and that a system involving an identification sheet (e.g., MSDS) for each chemical be advocated and implemented in such countries as one means to enable prompt recognition and prevention of occupational diseases.

Permeation resistance of glove materials to agricultural pesticides. The toxicities of many agricultural pesticides require that hand protection be used by persons who mix, load, and apply these products, as specified on the label and material safety data sheet. Selection of gloves for formulations that contain organic solvents is particularly problematic because a solvent that permeates the glove can carry with it the active ingredient of the pesticide formulation. With a test method that measures the simultaneous permeation of the carrier solvent(s) and active ingredient(s), in particular those active ingredients that have low solubility in water and low volatility, over 100 permeation tests (in triplicate) with approximately 20 pesticide formulations were conducted with 13 different glove materials. These results are summarized and generalizations are presented within the perspective of the large base of permeation data for neat chemicals and another large permeation study with pesticides. Key among the findings is that the carrier solvent generally permeates first and at a much higher rate than the active ingredient.

Hazardous chemical means a chemical for which there is statistically significant evidence based on at least one study conducted in accordance with established scientific principles that acute or chronic health effects may occur in exposed employees. It is a workplace where relatively small quantities of hazardous chemicals are used on a nonproduction basis. Laboratory scale means work with substances in which the containers used for reactions, transfers, and other handling of substances are designed to be easily and safely manipulated by one person. "Laboratory scale" excludes those workplaces whose function is to produce commercial quantities of materials. Medical consultation means a consultation which takes place between an employee and a licensed physician for the purpose of determining what medical examinations or procedures, if any, are appropriate in cases where a significant exposure to a hazardous chemical may have taken place. Protective laboratory practices and equipment means those laboratory procedures, practices and equipment accepted by laboratory health and safety experts as effective, or that the employer can show to be effective, in minimizing the potential for employee exposure to hazardous chemicals. (3) The Chemical Hygiene Plan shall include each of the following elements and shall indicate specific measures that the employer will take to ensure laboratory employee protection: (i) Standard operating procedures relevant to safety and health considerations to be followed when laboratory work involves the use of hazardous chemicals; (ii) Criteria that the employer will use to determine and implement control measures to reduce employee exposure to hazardous chemicals including engineering controls, the use of personal protective equipment and hygiene practices; particular attention shall be given to the selection of control measures for chemicals that are known to be extremely hazardous; (iii) A requirement that fume hoods and other protective equipment are functioning properly and specific measures that shall be taken to ensure proper and adequate performance of such equipment; (iv) Provisions for employee information and training as prescribed in paragraph (f) of this section; (v) The circumstances under which a particular laboratory operation, procedure or activity shall require prior approval from the employer or the employer's designee before implementation; (vi) Provisions for medical consultation and medical examinations in accordance with paragraph (g) of this section; (vii) Designation of personnel responsible for implementation of the Chemical Hygiene Plan including the assignment of a Chemical Hygiene Officer and, if appropriate, establishment of a Chemical Hygiene Committee; and (viii) Provisions for additional employee protection for work with particularly hazardous substances. Employees shall be informed of: (i) The contents of this standard and its appendices which shall be made available to employees; (ii) The location and availability of the employer's Chemical Hygiene Plan; (iii) The permissible exposure limits for OSHA regulated substances or recommended exposure limits for other hazardous chemicals where there is no applicable OSHA standard; (iv) Signs and symptoms associated with exposures to hazardous chemicals used in the laboratory; and (v) The location and availability of known reference material on the hazards, safe handling, storage and disposal of hazardous chemicals found in the laboratory including, but not limited to, Material Safety Data Sheets received from the chemical supplier. (ii) The written opinion shall not reveal specific findings of diagnoses unrelated to occupational exposure. (h) Hazard identification [ edit ] (1) With respect to labels and material safety data sheets : (i) Employers shall ensure that labels on incoming containers of hazardous chemicals are not removed or defaced. (ii) Employers shall maintain any material safety data sheets that are received with incoming shipments of hazardous chemicals, and ensure that they are readily accessible to laboratory employees. (iii) If the chemical substance is produced for another user outside of the laboratory, the employer shall comply with the Hazard Communication Standard ( 29 CFR 1910.1200 ) including the requirements for preparation of material safety data sheets and labeling. (i) Use of respirators [ edit ] Where the use of respirators is necessary to maintain exposure below permissible exposure limits, the employer shall provide, at no cost to the employee, the proper respiratory equipment. Respirators shall be selected and used in accordance with the requirements of 29 CFR 1910.134 .
